About Us

Established in 2022, PEC Water is a West Coast civil engineering firm specializing in water resources and wet utility engineering for public infrastructure projects. Headquartered in San Francisco, we serve clients through additional offices in Portland and Seattle, extending our reach across California, Oregon, and Washington. We work with two core client types — Transportation agencies and Utility agencies — supporting them across the full project lifecycle. PEC stands for Planning, Engineering, and Construction, reflecting our comprehensive, end-to-end approach to water resource projects, from early planning and analysis through design and construction support.

Engineering with a Builder's Mindset

What sets PEC Water apart is the construction experience embedded in our team. We carry both licensed Professional Engineers and an active California General Contractor license on staff — a pairing rarely found inside a civil engineering firm. That means the contractor's perspective is built into our design review before any plan set leaves the office. The practical effect for our clients: fewer RFIs, fewer change orders, and construction bids closer to the engineer's estimate.

Leadership Team

PEC Water's leadership brings together over 100 years of combined experience in water resources, hydraulic engineering, pipeline rehabilitation, and public infrastructure across California, Oregon, and Washington. Our principals have held senior roles on major engineering programs throughout the West Coast — from Caltrans statewide contracts and California High-Speed Rail to BART extensions and municipal utility systems in California, and large-scale WSDOT design-build programs in Washington including highway interchange construction, fish passage restoration, and stormwater infrastructure for some of the region's most complex transportation projects.


What sets our team apart is the depth of expertise at the project level. At PEC Water, senior engineers aren't just managing — they're doing the work. Clients benefit from direct access to licensed professionals with decades of hands-on design and technical experience, backed by the responsiveness and accountability that only a focused, principal-led firm can offer.


PEC Water holds a wide range of small, minority, and disadvantaged business certifications across California, Oregon, and Washington — including DBE, SBE, and MBE — along with several agency-specific certifications with the Port of Oakland, Alameda County, LA County, and the City of San Francisco. We bring that same level of expertise and dedication to every community and agency we serve across the West Coast.

Hamed Hakimelahi

Hamed Hakimelahi | PE

Founder, Engineering Director

Hamed is a civil and water resources engineer with 15 years of experience in stormwater, water quality, and pipeline rehabilitation for public agencies across California, Oregon, and Washington. Licensed in all three states, he has served as Engineer of Record on projects for Caltrans, WSDOT, VTA, and Sound Transit, and has managed pipeline condition assessment, rehabilitation design, and trenchless technology programs for municipal water and sewer agencies throughout the West Coast. At PEC Water, he leads project delivery across both service lines, overseeing design teams and client coordination from planning through construction support.

Manjit Saini

Manjit Saini | PE, QSP/QSD

Infrastructure Director, Sr. Project Manager

Manjit is a civil and water resources engineer with 25 years of experience in hydraulics, stormwater design, and linear infrastructure for public agencies across California. Licensed in California, he has served as Design Manager on stormwater and drainage projects for Caltrans Districts 4, 7, 8, 11, and 12, and has supported major transit programs including the BART Silicon Valley Extension. His expertise spans water quality compliance, pump station design, and utility relocations for clients ranging from municipal agencies to ConocoPhillips. At PEC Water, he brings deep technical leadership to stormwater and utility projects from planning through construction.

Han-Bin Liang

Han-Bin Liang | PHD, PE, QSP/QSD

Technical Advisor

Han-Bin Liang, PhD, PE is a civil and water resources engineer with 40 years of experience in hydrology, hydraulics, and coastal engineering. Holding a PhD from UC Berkeley and licensed in California, his expertise spans H&H analysis, floodplain management, scour, bridge hydraulics, and sediment transport. Throughout his career, he has brought innovative solutions to complex challenges for clients including PG&E, the U.S. Army Corps of Engineers, and numerous public agencies. He has led major projects for Caltrans, BART, Sound Transit, and CA High-Speed Rail. At PEC Water, he provides senior technical oversight and QA/QC.
